Welcome to the official website of the Quezon City Jail - Male Dormitory (QCJMD), an institution under the administration of the Bureau of Jail Management and Penology (BJMP).

In line with the BJMP's national mandate, the QCJMD is committed to the humane safekeeping and comprehensive developmental opportunities for all Persons Deprived of Liberty (PDL) under its care. We serve as a temporary haven for male individuals undergoing trial or serving short-term sentences in Quezon City.

Mandates and Functions

Mandates

BJMP is mandated to direct, supervise and control the administration and operation of all district, city and municipal jails nationwide with pronged tasks of safekeeping and development of PDL.

Functions

In line with it's mission, the Jail Bureau endeavors to perform the following functions:

  • Formulate policies and guidelines in the administration of all district, city, and municipal jails nationwide;

  • Implement strong security measures for the control of PDL;

  • Provide for the basic needs of PDL;

  • Conduct activities for the development of PDL;

  • Improve jail facilities; and,

  • Promote the general welfare and development of personnel.

The visitation process is a mandatory, multi-step procedure strictly governed by institutional regulations, meticulously designed to ensure security, prevent the introduction of contraband, and maintain institutional order within the detention facility.

Pre-Visit Authorization Requirements

Before a visitor can approach the facility, the Person Deprived of Liberty (PDL) must first secure their inclusion on an Approved Visitor's List. This typically involves:

  1. Application by PDL: The PDL submits a formal request to the Welfare and Development Unit (WDU) or the Warden, naming prospective visitors (immediate family, relatives, or authorized friends).

  2. Background Vetting: All proposed visitors are subjected to background checks.

  3. Mandatory Documentation: Visitors must be prepared to present original copies of supporting documents, which may include:

    • Valid Government-Issued ID (e.g., Passport, Driver's License, UMID).

    • Proof of Relationship (e.g., Marriage Certificate, Birth Certificate) to authenticate familial ties.

What kind of ID is valid upon entry?
Any valid and current ID with latest picture, such as:โ€ฉ
  • Driverโ€™s License
  • Company ID (if employed)
  • Passport
  • Postal ID or Voterโ€™s ID (or other government-issued IDs with photo)
  • PRC ID
  • PWD ID
  • Pag-IBIG ID
  • SSS UMID Card
  • Senior Citizen ID

The ID must have a latest photo and show the visitor's name clearly.

Expired IDs or photocopies may be rejected

What are the things that considered contraband and not allowed?

1. Illegal contraband - unlawful in itself and not because of some โ€ฉextraneous circumstance (i.e. dangerous drugs, weapons, potential weapons, explosives)

2. Merely prohibited and nuisance contraband - are those that may not be classified as illegal under the law but are forbidden by jail rules.(i.e. cellphone, money or other commodities of exchange such as jewelry, appliances and gadgets, excessive wearing apparels and sleeping paraphernalia, intoxicating liquors, cigarettes, pornographic materials, gambling paraphernalia and other products that are considered vices).

what are the Guidelines for Proper Attire?

โ€ฉ1. Visitors/personnel wearing Yellow t-shirt/upper shirt ARE NOT ALLOWED to enter the jail facility.

2. โ€ฉFemale visitor should not wear seductive dress/blouse or shirt and short pants when visiting jail facility.

Who are authorized to visit a pdl?

1. Immediate family members โ€” includes spouse / fiancรฉ(e), parents, children, siblings, grandparents, grandchildren, uncles/aunts, nephews/nieces, guardian/ward.โ€ฉExempted from the provisions on the limitations on days and visiting hours are lawyers, priest, imam, pastors, or religious minister and medical doctors especially when the PDL needs medical attention.

2. The number of visitors shall depend on the capacity and availability of personnel or overall security situation which should be limited to a maximum of 5 persons only per PDL at a time.

3. Children below 18 years old should be accompanied by adults/parents. Infants are not allowed within the jail facility, more so, within the cell/detention area.
