The Anti-Red Tape Authority (ARTA) is guided by the principles of transparency, respect and proactive protection of personal information of our employees, co-workers in government, service providers, clients and other stakeholders in accordance with the requirements of RA 10173 or Data Privacy Act of 2012 and its Implementing Rules and Regulations including the Circulars and Advisories issued by the National Privacy Commission (NPC).

The visitation process is a mandatory, multi-step procedure strictly governed by institutional regulations, meticulously designed to ensure security, prevent the introduction of contraband, and maintain institutional order within the detention facility.

Pre-Visit Authorization Requirements

Before a visitor can approach the facility, the Person Deprived of Liberty (PDL) must first secure their inclusion on an Approved Visitor's List. This typically involves:

  1. Application by PDL: The PDL submits a formal request to the Welfare and Development Unit (WDU) or the Warden, naming prospective visitors (immediate family, relatives, or authorized friends).

  2. Background Vetting: All proposed visitors are subjected to background checks.

  3. Mandatory Documentation: Visitors must be prepared to present original copies of supporting documents, which may include:

    • Valid Government-Issued ID (e.g., Passport, Driver's License, UMID).

    • Proof of Relationship (e.g., Marriage Certificate, Birth Certificate) to authenticate familial ties.
